Finance Director (f/m/x)

Médecins Sans Frontières (MSF) is an independent international medical humanitarian organization. Its mission is to provide specialized medical care to vulnerable populations affected by crises—such as armed conflicts, epidemics, natural disasters, or exclusion from healthcare—based solely on need, regardless of ethnicity, gender, beliefs, or political affiliation.

MSF is a global movement made up of 25 national or regional sections. MSF Luxembourg is one of these 25 sections. It includes an executive office responsible for communication, fundraising, advocacy, recruitment, and operational research projects directly linked to health programs, with the goal of improving their effectiveness and efficiency.

YOUR MISSION

The Finance Director defines, implements and monitors the finance strategies, policies, internal control and all financial issues (administrative, legal or any other relevant domain) of the MSF Luxembourg section, composed of the asbl and the MSF Foundation for the Humanitarian Research, in line with legal obligations and MSF protocols, standards and procedures in order to guide MSF Luxembourg strategic ambitions and provide accurate, transparent, timely and reliable financial information to the organization. 

On request of the General Director, s/he follows-up some MSF Luxembourg transversal dossier and represents MSF Luxembourg in case of absence of the GD.  S/he is a member of the Management Team and is representing MSF Luxembourg at International and partners’ Operational Directorates (OD) Finance platforms.

 

YOUR MAIN ACTIVITIES

The Finance Director is responsible for:

  • monitoring the financial and budget needs of MSF Luxembourg departments and sensitizing MT members on financial risks and the extent of their financial responsibilities.

  • anticipating changes, challenges and plans accordingly, to ensure budgets are relevant and appropriate. 

  • encoding the purchases (invoices)

  • monitoring the Foundation's assets, donations and legacies (real estate, donations in kind, etc.).

  • supervising and ensuring the efficient management of the treasury including the whole accounting 

  • coordinating and overseeing the monthly and yearly closing of accounts with the aim that the statement reflects the financial reality of MSF Luxembourg.

  • implementing a relevant organizational set up and a reliable internal control system, to meet all financial obligations while keeping financial ethics always respected.

  • providing regular and adequate indicators to monitor the financial health of the section, analysing risks and quarterly variances and suggesting corrective actions when needed. 

  • globalizing the budgets and finance 

  • managing and supervising the accountant. 

  • ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, Feedback process, staff's development and internal communication) to his/her team

  • participating to the Finance ODs, International and other relevant platforms 

S/he is the reference person for the communication with the external auditors and the Ministry of Finance.

As an active member of the Management Team, he/she participates in the definition of the missions’ objectives and strategies of MSF Luxembourg and its foundation.

On request of the General director, S/he is responsible for:

  • Assisting in the planning, execution, and monitoring of specific MSF Luxembourg transversal projects, ensuring tasks are completed on time and within budget. 

  • Assisting the General Director in developing and implementing strategic plans. 

The tasks outlined here are subject to change, may be adapted to our dynamic environment, and additional relevant tasks for this position may be incorporated.

 

YOUR QUALIFICATIONS & SKILLS

  • Master's degree in finance or equivalent experience
  • Proven experience in finance and project management
  • Significant experience in managerial position
  • Good knowledge and understanding of the Luxembourg context 
  • Experience in an international environment preferred, MSF or humanitarian experience is an asset
  • Excellent written and verbal communication skills in French and English
  • Ability to manage multiple tasks, prioritize effectively, and maintain organized records. 
  • Ability to identify and resolve issues efficiently
  • Supervisory skills
  • Proactive, autonomous and rigorous
  • Creative, innovative and analytical skills in order to identify and respond quickly to new opportunities or changing contexts 
  • Solution orientated and decisive, including the ability to deal with complex issues

CONDITIONS

  • Open-ended contract with a trial period of 6 months
  • Position based in Luxembourg with possibility of 2 days of teleworking per week.
  • Complementary health insurance (CMCM Business)
  • 18 Lunch vouchers with a face value of €8.40 (2/3 paid by the employer). 
  • Monthly Salary between 5590 & 6660 euros depending on experience, valued in accordance with our salary policy.
  • Starting date : 1st of September 2025
