Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation. Our actions are guided by medical ethics and the principle of impartiality, independence and neutrality.

 

CONTEXT

MSF Luxembourg celebrates its 40th anniversary in 2026. Throughout this time, we have maintained a fierce determination to act, providing care to those in need and bearing witness when the world looks the other way. 
From its first mission in Ethiopia in 1986, to becoming a fully operational cell of Operational Center Brussels (OCB), pioneering operational research, participating in movement-wide strategic platforms, and contributing to OCB and a new Operational Directorate with AKWABA, the Luxembourg section has demonstrated versatility, innovation, and unwavering commitment to the mission of Médecins Sans Frontières. 

With 35 staff members, the section’s team works to raise awareness on humanitarian issues among Luxembourg’s population, raise funds needed to finance humanitarian interventions, hire and support MSF Mobile Staff deployed internationally and carry out, with the LuxOR unit, epidemiological support and operational research projects directly linked to health programs, helping to improve their efficiency and effectiveness.

ROLE PURPOSE

As General Director, you will lead MSF Luxembourg in delivering its strategic ambitions while ensuring alignment with Médecins Sans Frontières' principles, values and international frameworks. Reporting to the Board, you will provide overall leadership of the section, represent MSF externally and within the international movement, and ensure the sustainable development of MSF Luxembourg's activities, teams and resources.

KEY RESPONSABILITIES

Strategic Leadership and Governance

  • Guide and lead new collaboration with partners in the MSF movement, in the light of the MSF movement evolution, and the strategic vision of MSF Luxembourg section.

  • Lead the implementation of MSF Luxembourg's strategic vision and organisational objectives.

  • Ensure alignment of the organisation's activities with MSF's values, charter, international frameworks and governance requirements.

  • Advise and collaborate closely with the Board and the Management Team. This includes regular reporting to the Board during board meetings and/or under specific requests.

  • Monitor organisational performance, risks, compliance and accountability.

Organisational Leadership and People Management

  • Provide strategic leadership and oversight of the Management Team (LuxOR, Foundation, Communication & Fundraising, Public Engagement, Human Resources, Finance and IT), ensuring alignment with MSF Luxembourg's strategic objectives and organisational priorities.

  • Foster a collaborative, high-performing inclusive and accountable organisational culture that promotes staff engagement, wellbeing, development and safeguarding.

  • Ensure the organisation has the people, systems, resources and financial capacity required to deliver its strategic ambitions sustainably, through effective planning, resource allocation, budget oversight and financial stewardship.

  • Drive organisational development, change management and continuous improvement.

  • Ensure compliance with Luxembourg legal requirements (Association statute, financial audit &reporting, …)

Representation, Advocacy and Partnerships

  • Serve as the primary representative and spokesperson of MSF Luxembourg.

  • Build and strengthen collaborative relationships with other MSF sections, further consolidate MSF Luxembourg's partnership with the Operational Centre Brussels (OCB), and actively contribute to the development of the AKWABA Operational Directorate while ensuring that MSF Luxembourg maintains its distinct identity, added value and recognition within the movement.

  • Contribute actively to international MSF platforms, governance bodies and collaborative initiatives.

  • Build and maintain strategic relationships with government authorities, media, private donors, academia, humanitarian organisations, civil society and Association members.

  • Promote and advocate for MSF's humanitarian principles, medical action and positions on key humanitarian issues.

PROFILE REQUIRED

We are looking for an inspiring leader with a strong commitment to humanitarian action and a proven ability to lead complex organisations and diverse stakeholders.

Essential

  • Strong commitment to MSF's principles, values and humanitarian mission.

  • Significant senior leadership and management experience, ideally 10+ years.

  • Experience within MSF (Intl - HQ experience) and/or humanitarian or non-profit sector.

  • Understanding of MSF medical operations and humanitarian challenges.

  • Demonstrated ability to develop and implement strategy.

  • Structured and results-oriented professional with excellent organisational skills and a strong ability to translate strategy into measurable objectives, track performance through relevant indicators, and ensure high-quality reporting and accountability.

  • Strong people leadership skills with experience managing senior teams and driving organisational change.

  • Excellent stakeholder management, networking and partnership-building abilities.

  • Strong analytical, political and negotiation skills.

  • Proven financial and organisational management capabilities.

  • Excellent communication, representation and public speaking skills.

  • Ability to work effectively in a complex international and multicultural environment.

  • Fluency in English and French; Luxembourgish and/or German are considered assets.

  • Availability for frequent travel, when necessary.

Desirable

  • Good understanding of the Luxembourg context and institutional environment.
  • Strong knowledge of international humanitarian issues and the MSF movement.

  • Experience in advocacy and engagement with high-level stakeholders.

CONDITIONS

  • Full-time contract, based in Luxembourg with frequent travels abroad 
  • Mandate of 4 years (extendable for max. 2 more years)

  • Gross salary over 12 months from 75600 to 90600 € according to MSF experience

  • 29 days annual paid leaves

  • Possibility of teleworking 2 days per week

  • Medical complementary insurance (including hospitalization)

  • 18 Lunch vouchers each with a face value of 10,80 € (2/3 covered by MSF). 

  • Public transport allowance & relocation package (if applicable) 

  • Expected starting date: January 2027 (preferred)
