Dr Engy Ali - President of MSF Luxembourg 

Engy Ali MSF Luxembourg President

Dr Engy Ali is a medical doctor specialized in Critical Care medicine and public health with more than 20 years’ experience working in the medical and humanitarian field.

During her twelve years working with Médecins Sans Frontières (MSF), Luxembourg, she worked in as an Operational Research Advisor in the Luxembourg Operational Research Unit (LuxOR), supporting field research projects focusing in humanitarian action in Bangladesh, Kenya, Somalia, Nigeria, Lebanon, Syria, Haiti, Liberia, DRC, Philippines, Egypt, Pakistan, and in Europe. During her professional journey, she had worked in several medical and coordination capacities in MSF as a medical coordinator, field coordinator and epidemiologist.

As an operational Research fellow, she was involved in the capacity building and development of MSF specific training on operational research, known as SORT IT. She has authored over 50 Publications in scientific journals and written chapters of several books. 

Dr Ali joined MSF Luxembourg Association Board as a member in 2022. She is currently working for the Luxembourg Health Directorate as Senior Medical Advisor focusing on health care system and as the country focal point for scaling-up integrated care.

Dr Amrish Baidjoe - Director of LuxOR

Amrish Baidjoe

Amrish Baidjoe is an infectious disease Epidemiologist and Microbiologist specialised in humanitarian health emergencies and is engaged in bridging the needs between operational humanitarian organisations and other partners such as academia. He worked in different larger humanitarian crises around the world. He obtained his PhD from Radboud University Medical Centre and the London School of Hygiene and Tropical Medicine. He holds an Honorary Associate professor at the LSHTM in the department of infectious disease epidemiology. He previously worked in the WHO Health Emergencies Department, the International Committee and Federation of the Red Cross and was part of the outbreak investigation taskforce at Institut Pasteur (Paris) as well as the outbreak analytics Liaison at Imperial College (London). Since 2021, he’s the Director of the LuxOR Unit.

In his current capacity, Amrish offers strategic direction for Operational Research (OR), focusing particularly on MSF-OCB OR policy strategy and vision. He is actively involved in OR capacity building and training initiatives, and plays a pivotal role in designing the structural epidemiology infrastructure within MSF OCB Operations. His primary research interests lie in malaria, vector borne diseases and infectious disease outbreaks, with a broader commitment to promoting proper bioethics, diversity, equity, and inclusion in Global Health.

Dr Sohaib Safi

Sohaib Safi

Dr Sohaib Safi is a Palestinian medical doctor and humanitarian health professional with Médecins Sans Frontières (MSF-OCB). During the recent genocide in Gaza, he served as Deputy Project Medical Referent, coordinating MSF’s medical and surgical response to mass-casualty incidents, complex trauma, and the broader public health consequences of healthcare system disruption. His work included oversight of trauma care, surgical coordination, multidisciplinary team management, and operational research in resource-constrained and high-risk settings.

He currently works as an Operational Research Advisor with MSF -LuxOR, supporting research initiatives related to trauma and surgical care in conflict settings.

Dr Safi holds a master’s degree in Burns and Plastic Surgery. His professional interests focus on emergency response, trauma systems, wound care, and public health in conflict-affected environments. He recently managed to leave Gaza and is currently based in the UK, where he is continuing to engage in humanitarian and research initiatives.

 

From evidence to influence: the role of data in MSF public positioning and engagement

Laurence Binet

Laurence Binet

A former journalist with a background in history, political science and international relations, Laurence has been working with MSF since the mid-90s.  Since 1999, at the request of MSF’s International Council, she has been developing the MSF Speaking Out Case Studies (SOCS) project. The author of 14 studies to date, she also leads a small team which produces podcasts and online courses based on these studies. She is also the author of Médecins Sans Frontières, an International Movement: An Associative History 1991-2011.

Dr Aissami Abdou is Statistician by training with a robust work experience in operations in various positions and contexts. He worked in Sudan, Democratic Republic of Congo, Afghanistan, Mali, Ethiopia/Somali region, Niger, Guinea, Sierra Leone, Cameroun, Benin, Nigeria, Chad, Belgium. His professional experience included working for ICRC, Epicentre, MSF (different operational centres: Geneva, Brussels, Barcelona, Paris/Epicentre), ALIMA, SCI and Pasteur Institute/CERMES. He was Data manager, field coordinator, head of mission, emergency coordination, protection delegate, head of sub delegation and desk manager

He has Experience in scientific reporting and publications with a PhD from university of Antwerp, Social epidemiology and health policy research group, faculty of medicine.

Dr Sonia Couprie - Coordinator of LuxOR

Sonia Couprie

Sonia holds a Master's degree in Geography, for which she conducted research in Myanmar and Thailand. She also has a PhD in Management Science, focusing on the strategic management of humanitarian NGOs. In this study, she examined the strategic potential of locally recruited staff for humanitarian NGOs, with a particular focus on MSF. She joined MSF in 2000 as a finance and human resources coordinator in Indonesia and, a few years later, worked as an administrator in Haiti. In the meantime, she also worked in higher education and research, holding various administrative, teaching and research positions in engineering and business schools, as well as at university level. She also worked for several years in the scientific and academic cooperation department of the French Ministry of Foreign Affairs in Vanuatu, Ghana, and Finland.

In 2023, she joined MSF Luxembourg as coordinator of the Foundation for Humanitarian Research, and in 2024, she joined LuxOR. In her role as coordinator, she participates in the unit's strategic planning and management. She facilitates the work of various team members, ensuring their well-being and promoting group cohesion. She also promotes LuxOR's activities by organising events and overseeing communication.

Aziz Moahmed

Aziz Mohamed

Aziz Ould Mohamed is a Malian humanitarian with over 20 years of experience in the medical humanitarian sector. In 2005, he began his career with MSF Luxembourg on the Maternal Health project in Northern Mali, a mission that would have a lasting influence on his professional path.Over the years, he progressed through various roles, including Activities Manager, Project Coordinator, Head of Mission, and later Regional Manager within MSF and other medical organizations across several countries.

Today, he is the head of the OCB hub in Côte d’Ivoire. His career makes him a key witness to the evolution of the humanitarian context and operations in the region.

 

Seydou Togo

Seydou Togo

Seydou Ambié Togo is a Malian social and humanitarian worker. A graduate in social work, he has been working for over twenty years to improve the living conditions of vulnerable communities. He has over ten years’ experience with MSF, where he has worked on major projects relating to epidemics, eye care, malaria, paediatric health and malnutrition. He has held several roles with MSF, including Information, Education and Communication Officer, team supervisor and health promotion officer. He is also involved in the governance of MSF, having been a member of the Board of MSF Luxembourg since 2023. He holds a Master’s degree in Public Health (International Health and Geopolitics) from the Higher Institute of Public Health in Bamako and has a strong background in social work and community development.

Currently a Programme Assistant with the organisation Les Yeux du Mali, in partnership with the Ulls del Món Foundation, he contributes to the implementation of social and health projects for the benefit of local communities. He is recognised for his professionalism, commitment and dedication to the humanitarian cause.

Paul Yon - General Director of MSF Luxembourg

Paul Yon

After studying English and Mandarin at university, Paul Yon began his career in humanitarian work with several non-governmental organisations, leading health projects in India, Haiti, Iraq and the Caucasus. He joined MSF in 2003. As Country Director, he has worked in numerous humanitarian and health crisis contexts, notably in Myanmar, Syria, Iraq, North Korea, Chad, Burundi and Sudan.

In 2017, Paul continued his involvement with the MSF movement as International Association Coordinator reporting to the President of MSF International. In 2021, he joined the teams in Abidjan to help establish MSF’s first operational centre outside Europe, serving as Director of Communications and Association Affairs within MSF WaCA. In recent years, he has also overseen projects in West and Central Africa as well as in Pakistan.

Paul first became involved with MSF Luxembourg in 2025 during the section’s General Assembly. After becoming a member of the association, he subsequently applied for the position of Executive Director.
